Parallel piping in stack and flow

Hi ,
I want to install the new pipe (300mm dia) in parallel to existing stack (3500mm dia) .There will be a instrument on this new pipe to measure one of the process parameter . Suction pressure in the stack is 3700pascals .Total length of parallel pipe is 1 meter installed vertically and connected to stack with Flanges .
Will there be process flow in this new pipe line ? I am not concerned here with amount of flow.I need to ensure that process medium will flow in the new pipe line always so that Instrument can measure the concentration of gases continuously.
