I am designing a floating suction inlet pipe. The required flow rate is 1050 cubic meters per hour. The total length of the suction pipe is 20m. The suction piece will be a pipe section in which many small holes, say 8mm diameter is drilled. Will it be correct to argue that the total cross sectional area of all the holes should be equal to the area of the suction hose itself in order to acommodate the required flow?

It depends if you want to achieve maximum possible flow rate or not. For maximum possible flow rate area should be at least equal. If not, than it does not matter.
