reducing pipe diameter - flow change

I currently have a pipe in a cooling system with an area of 16.14mm2. The measured flow rate is 8l/min. I don't know the pressure drop across the pipe or the fluid velocity. Is it possible to estimate the new flow rate if I reduce the tube area to 12.80mm2? Assuming an inlet pressure of 4bar.

Relation between pressure drop, flow rate and pipe diameter can be calculated using Darcy formula.
Or you can use pressure drop calculator.
