Suppose I have 3 inch pipe, i.e. (a) ---------- (b) 80 meter long. Pump is throwing water at 50 m^3/hr at end (a). Now if pump speed is changed to 40 m^3/hr then, what is the effect on the far end of pipe at 80 meter away at (b)? After how much time t, the flow will become 40 m^3/hr at the far end (b)?

You can't have two flow rates in one pipe with incompressible fluid like water, so with pump flow dropping from 50 to 40, pipe flow rate will change as well with speed of sound from point a to point b.
