Water Pressure?

Over 66 days my water usuage was estimated to be 4.1515m3 a day, coming out to 274m3 over that time period. Considering my daily usage was usually around 0.3m3 per day, I'm trying to figure out if it's even possible for this to occur in a typical household. I think the intake pipe is 1" diameter copper pipe which goes down to 0.5" copper pipe to all of the faucets. What pressure would the water have to be for this to occure? I'm getting frustrated with the city and this sort of stuff isn't my speciality....I would appreciate the help

Do you guys need more information? If so, let me know, I'll get it for you...I'm trying to get a leg up on the City on this one. The want $600 when my normal water bills are $150, over the same time frame.
