Transfer of O2 from one vessel to another

I have a 1.76 cuft cylinder @2900 psia transferring gaseous oxygen to a 483 cuft tank through a 3/8" orifice. How long to reach 23.7 psia in the larger vessel?

You can calculate maximum discharge weight flow ratethrough 3/8 pipe for known pressure of 2900 psi. Using gas state formula, you can calculate weight of oxigen required to reach pressure, and than calculate time with known flow rate.
