how can we increase the rate of flow of a fluid flowing in and out of boiler (which is forced by a pump) by keeping the temperature and pressure constant??

Either increase pump flow rate - by motor speed increase or add another pump in parallel connection, or reduce resistance of the circulating pipe line - opening valves to full open position.
Maybe you have problem with air in installation so must remove it.
