Reducer selection

Dear All,
I am developing a system where pressure has to be dropped from 250 bar to 10 bar with the help of reducers while strictly maintaining volume flow rate @ 24 m3/hr. All I want to know is
1. Are there any reducers available in market which can fulfill this condition?
2. If no, then can we do this pressure drop in stages and how?
3. Also, guide me to some suitable manufacturer/supplier of reducers in this regard.

Yes, it can be done but it is better to have two stage reduction.
Do you need pressure regulator or flow rate regulator?

There are several manufacturers like Fisher, Emerson, RMG etc.
