Normal flow velocities through a water pipe are 2-2.5 m/s. This can be used to size the header pipe. Pressure drop in this pipe should not have a significant influence, as a large pressure drop seems to be over the nozzles. Thus maldistribution of the flow is excluded. Is there a flow meter somewhere in the line? If this is showing the correct figure, there will be sufficient flow independent from the pressure drop (provided that the calibration was done correctly).
